I was wondering what the best component 6.5" system will provide the most bass. Under 400$ preferrably! Thanks

none.
they aren't made to produce bass.
that's what subs are for.

diamond audio HEX, JL audio ZR/XR/VR, & adhire koda all have woofers with decent xmax specs. they should be solid into the 60Hz range with a steep hi-pass filter at around 70-80Hz. below that, you need a sub.

components are intended to produce some bass, just not the low stuff (60Hz and down).

at 60Hz they're going to be down about 12dB or more, which is pretty pointless. it's nothing you're really going to "feel" for under $200.
If you want to feel MIDbass from components, use a 3-way set like the DynAudio System 360 with it's 8" midbass driver.. but those need a solid 200wRMS/channel and they're about $1200/set
Also, they eat up a lot of space for mounting just due to the 8" midbass, 4" mid, and 1" tweeter on each side, plus the XO modules
