Handheld radar guns - tech bulletins/operator manuals wanted

I am interested in finding any technical bulletins or operator manuals for handheld radar guns and particularly those with POP technology. I am looking to see what is written about the reliability and accuracy of these units and what precautions operators must follow to avoid false speed readings due to interference with stationary objects or slight movement of the equipment during use.

For instance, this appears on the MPH website: "MPH recommends that the officer obtain a tracking history of a speed violator by operating the radar in normal transmit mode after determining with POP mode that the vehicle is speeding."

They say that "This is because most radar case law is based on tracing a vehicle in normal radar operation. The information obtained in POP mode is accurate and reliable, but may not be supported by case law in court." I wonder if there is really a problem with reliability of the technology.
