if the specs say 2.0 cu ft box with a 4'' port thats 10.75'' long. does that mean i can build a box thats 2.0 cu ft and add the port. or do i have to take in consideration the amout of volume to port will take up and make the box a little larger than 2.0 cu ft?

the port does take up box volume so yes you would add that to your overall desired box size internal

Most manufacturers that recommend port size along with box volume are giving a gross volume to build. Basically, build a 2 cu ft gross box and put the port and sub in.
