Air velocity at port? How low does it need to be to prevent port noise???

i'm working on a box for a single 12" Brahma. (i'm using WinISD) (~4 cuft, ~1200wrms)

i know that the bigger the port, the lower the air velocity at the port, and the lower the velocity the less of a chance you have for port noise. RIGHT???

Any way, i need to know what speed (in ft/s) i should try to keep the velocity of the air under?
i have heard that you should try to stay under 60ft/s, is this true?

linearteam suggests a vent mach of no higher than .16 to avoid port whistle but for spl ive read elsewhere that no more .05 is good
