I it is usually bad to ask about how many db's you'd get out of something, but just out of curiousity if I went from a 12" to a 15" using the same power *since they are rated for same power and use the same engine/voice coil* would I notice a significant increase in spl or just in air movement?

Well, larger area = more displacement = higher SPL. So yes, a 15 should have higher SPL provided what you say is true about being rated the same.
You'll see a difference, probably somewhere around a 2 db increase given the same sub style. Remember that double the surface area is around a 3 db increase.
