I have a Pansat 2700. I see two latest bins for it. The 148 which seems to have problem with autoroll, and the 271 release 05/26. What is the difference between them? Does the 271 have to autoroll bug as well?

I think the 271 is the fix for the auto roll problem. You can try it and see what it's like.
With it being only a couple days old there isn't much in the way of opinion yet.

bubbly,
This is from a post made by LK regarding clone bins. And I quote

"The 275T bin works great for Pansat 2500 clones and ALL fortec Ultra's too...Tyler Durden is great. Its located at www.dsscommunity.c*om forums in BOTH the Pansat and fortec files area...Tyler is so cool. Along with all the new pansat and fortec files released 2 days ago on 26 May! yeah Tyler."

I slightly edited it for your enjoyment.

Pantecs are clones of Pansats, meaning cheaper knock offs.
You have to be very careful that you load the clone bin (275T) so that it doesn't adversely affect the receiver.
Loading authentic Pansat bins have been known to fry clones in the past.
The clone bins have been labeled with the 'T' at they end of them...Hope that helps.
