I have digital cable with box in my apt.The lead out of the header??? has a analog filter on my cable going to my apartment.If I remove this filter (cylinder looking thing)will the cable company recognize the signal difference.Or do they really care.

No they won't notice signal difference
This is actually an analog trap
It blocks analog channels like old HBO and old scrambled channels.

It also depends on what it it, it could be an inline surge protector or booster it could be a feedback modem blocker.

Yo won't get extra channels by removing besides the old HBO but yo might have problems with your phone/internet if yo are using their phone/internet service.
