Variable bit rate recording.

I'm slightly confused. I would like to transfer my sony digital8 recordings from the Hi8 tape to DVD, however there is a recording quality issue.
When viewing the camcorder footage on TV, the quality is excellent, (the bit rate is unknown). Having transferred a tapesworth to the hard disk of the packard bell disk/dvd recorder, the new quality is somewhat pixellated when on the camcorder it wasn't. The recording quality on the packbell rec was SP (from the EP/SP/HQ choice at 25min/GB), EP is poor quality and HQ wouldn't fit on the disk.
Is there a way of maintaining the sony bitrate, directly copying it to other media? The fixed bit rates are surely optional because MPEG bitrates vary dependant on picture change / new information. DTTV muxes use statmuxing to squeeze 6 encoded MPEG streams into 1 multiplex, so is it possible to firewire my footage to a PC application which writes it to DVD at the camcorder bit rate, possibly cleaning it up as well?
