65" RCA, NO sound NO Pic. & clicking noise...

got a (non working)65" RCA (model# ??) for free from friend (id never buy and RCA) there is no sound, no picture... as soon as it is plugged in I hear a constant clicking noise (sounds like a car blinker) after the TV is unplugged the clicking noise winds down. I assume the clicking noise is from the power protection circuit relay clicking on/off.
I looked inside and found some discoloration on the IHVT brown & black burn marks... the IHVT is around $90 is there a way I can be sure this is the problem... what else could make this clicking noise? just don't want to start replacing parts without knowing the root cause of failure.

Also, how do I disconnect the leads from the IHVT & the HV splitter? they appear to be molded into the plastic housing??

Okay more info... its a model p60924, ctc 195...
should I check the b+ regulator output voltage? if a high b+ regulator voltage could cause a higher primary voltage to the flyback causing some arcing in the flyback and possibly the splitter box??
