Most useful upgrade: Cables, TV or DVD Player?

Hi, I'm not getting the greatest DVD picture quality and would like to know ways to improve it. Admittedly I'm running low end gear, Toshiba DVD player using cheap component cables into a Toshiba 29"CRT TV.

The picture is a red tint to it and blacks seem distorted (ie splotches of grey in them). I've tried playing with the TV picture controls but no luck. All DVD output and TV input settings seem correct.

My questions are:
- will more expensive component cables make a difference?
- if not then which device would be better to upgrade first, the DVD player or the TV?

OK, after doing some more research I just realised I was using the cheap cables that came with the DVD player, ie audio L/R and Video, so they're not actually even component video cables !!

So my first step will to be buy some decent component cables.
