I've got an older Magnavox TV that will not turn on/off- kind of. You can press either the button on the TV or remote and the screen will flash. The picture stays there, but with kind of a green tint & the sound goes away. Then pressing the button again will return it to normal play/sound. The only way to shut it off is by unplugging it. Other than that it works great.
