5.1 on a budget

I posted this in the 5.1 forum, but I think it's just as appropriate here.

After 10 years of procrastination my dad is finally finishing his basement and wants to incorporate a 5.1 sound system in the lounge area. I've been asked to do the leg work.
I THOUGHT he'd just want some 200-300 all in one package from BB or wherever, but apparently the budget is in the $500-700 range so I figured I could come up with something pretty decent.
Primary use will be for movies, but occasionally some music. It will rarely be played very loud.
The only catch is the 2 surround speakers will be wall/ceiling mounted - I'm thinking flush mount.

Parts Express has some Dayton's for $60 that look ok, or I found some Audiosource's on ebay for $42. I'm not going to spend much on surrounds.
Fronts - not sure. A couple hundred maybe?

Sub - doesn't need to be fancy. That only leaves me $300 or so for a center channel AND a receiver. For my own system I bought one of the <$50 DIY kits from mavin.com and I've been pretty happy with it. I could go that route.

What about the receiver? What's the best bang/buck going?
