since there are no other pre-outs on the back of the ht-s650 reciever i was wondering if the tape out would be ideal to hook up an amp, would this work?

No, you do not have control over volume utilizing the tape jacks.
Try buying a high quality line level converter from a high-end car stereo shop.

does a line level converter take the signal from the speaker wire and convert it to rca out/preamp out?
