I would like to know the difference between the Passive Pre amp and Active Preamp , which one is better and why? This is for my Quad 99 power.

MW - Did you ever try a search engine? Or looking through the archives?
Active means the device has active circuits, it plugs in and has a power supply. Passive doesn't.
Which is better depends on your system and your set up.
Get out of the "Amps" section and look in the "Pre amps" section for a discussion of the two devices.
