How about good bookshelf speakers in the $150 to $200 range. I looked at Infinity's Primus series. What about Fluance? Wouldn't it be a good idea to buy high quality pre-owned?

Personally I would go with a pre-owned pair. Better bang for you buck. I have seen Paradigm Studio 20's sell used for as less than $250, and they are a great speaker. Depending on where you shop you may also be able to squeez a pait of Paradigm titans into you budget if you decide to buy new.
