If all connections are good, then nope, it's trash.

How can I determine if all the connections are good?

I hooked it up to my system and all the lights and numbers turn on but the numbers stay at 0. I took it to a shop by my house and they said that sometimes the numbers dont work but then they hooked it up to something and said that it definitely doesnt charge.

then return it if it's under warranty, else replace it.

Nothing you can do to "repair" a dead capacitor. sorry.
the reason I'd asked how you knew it was dead was exactly what the shop told you too. sometimes it's just the digital display that fails.
I wanted to be sure.
