one ? is max is 1400 watts but rms is 300. normally it is about half of max and i know they are underatted. what would be the most logical rms power rating from these subs.

You got to go by the RMS rating they state if not then you will blow them. If they say the RMS is 300 watts then thats all you can give them.

Go with the RMS, you won't get any added benefit by overpowering them besides overworking the suspension and possibly overheating the voice coil if you're not careful, they'll hit max excursion with full RMS. Very sensitive subs, too.
