Light wiring question?

I have a neon light that goes to my subs that pulse. It has a transformer hooked to it. From there it has 3 wires coming from it. Red, White, and black. Doing experiments I found this out... Red always have to have power to for it to work. If white has power going to it then the light is steady. If white is grounded then it pulses. What I've tried and done so far is I've hooked red to power and tapped the white wire to my brakes. So my lights pulses until the brake is pressed then it is steady. What I want to do is make the lights steady until I press the brakes then they pulse. So white triggers the light to be steady. So do I need a relay and if so how do I hook it up.

I'm guessing that I need the relay(s) to feed power to the red wire constantly and black to be grounded. So where I'm trying to get to is have power going to the white wire until the brake is pressed. Then when I release the brake the white wire grounds again. Can anyone help?
