First, check the connections. Get the splitter out of the picture, and plug your cable right into the box, and the box to your tv. Make sure the cable from your box to your tv is of high quality, and that all the connections are tight, the fittings are clean and properly seated. If it's not staticy, then go out, get a better splitter, and hook the modem back into the configuration. If it is (or still is) staticy, then call up the cable company and ride customer service like a..... (your funny metaphor here), until they come out and make sure you are getting the quality service you are paying for.
