Need Help! Horizontal streaks on Hitachi 51F500 RPTV

I've been having an issue with my Hitachi RPTV in the last few weeks. The problem is that during any movie with horizontal bars (letterbox) there are thin, horizontal black lines about 1\2" into the video after the bars stop, like someone drew a line with a pen across the screen just above and below the bars. This happens on any letterbox movie, either from my DVD player or on television, so Im sure its not the source thats causing the problem. Has anyone ever had a problem like this? I'm not sure what could be causing it, or how to fix.
